My understanding from one of the actors is that the people back in Hollywood were not happy with Michael Mann's methods of working, and he was basically snubbed to teach him a lesson. I was told that by the time the shelling of the fort took place, many extras and others had left the set. If you look closely at the line of soldiers leaving the fort when Hawkeye is in manacles, you'll notice a young woman "soldier" with a "beard" painted on her face. My feeling is that it was also close to the end of the summer and lots of people may have had to get back to their regular jobs.
Whatever the reason for the Acadamy's snub, it was very unfair to the people, including Michael Mann, who worked so hard to make that film what it is.
