reconstruction will be much like after the '93 great midwest flood, but on a smaller scale... seems
hardly anyone remembers that one, it lasted longer {may thru september} and a much larger scale, but came slower, so the death toll was lighter {maybe 50} and not as newsworthy...

entire towns had to be relocated, and much was rebuilt... houses that looked somewhat intact after 3 months in water to the eaves had to be gutted to the studs for rebuilding {mold, ruined insulation,sheetrock &c...
no fun....

I believe that New Orleans should be rebuilt. In the 1800s, Seattle WA cut down hills hundreds of feet high to level the terrain, and provide fill. With today's technology (and mountains of material going to landfills daily) at least part of New Orleans could be raised in gentle hills to perhaps ten meters (thirty feet) above sea level. Ideally there could also be series of gentle ridges put in place dividing the low portions of the city into a number of "watertight compartments". If this were done, future storms and/or levee breaks would have a limited impact, and people would only have to go a short distance within New Orleans to find high ground.

I was tangentially involved in Katrina Relief, spending about a week in Camp Allen in Baton Rouge (about 75 miles from New Orleans). I also spent a few days in East-Central Lousiana (just across the Mississippi from Natchez). In that location I was helping the Red Cross to assess conditions of shelters for Katrina evacuees. I was impressed by the generosity of the people of the State of Louisiana in the support and aid that they provided the evacuees. I am certain that other places near and far that received evacuees were equally generous.
