Anthony, That quote was from Winston Churchill, and he was describing the changes in his view which had occured throughout his life. I put down 'author unknown' when I do not have specific bibliographical information (ie. date, published work quote was found within, etc.), or when I have reason to believe that two 'notables' have used the same quote and I am unable to ascertain who 'coined' it (not to do so would make me intellectually bankrupt). I hope the addresses your concerns.

Yes there are many variants.
Usually when attributed to Churchhill, the ages are twenty and forty, and it often reads head rather than brain.
I've also seen radical at 20, liberal at 30, conservative at 40.
I've seen it attributed to Disraeli and George Bernard Shaw.
I *think* Robert Frost said "I didn't become a radical at twenty for rear I would become a conservative at 40."
For some reason I link it in my own mind with Victor Hugo, but not sure why.
A gentleman from the last century who has a square named after him in Israel, but whose name escapes me, said something like "throw bombs at 20, conservative at 40". A major bombing took place in his square a few years ago.
