Without a doubt, Sitting Bull was the overall "leader" of the combined Sioux & Cheyenne camps. He was the spiritual leader & the attraction for all to gather. On the other hand, Crazy Horse did "lead" a large contigent, mostly Oglala Sioux & Cheyenne, and was considered the foremost war leader among the Sioux Nation.
