The "agent" at Standing Rock did not send Custer a message that they were nearly out of food. To do so would have proven the Agents were shorting the Indians. One of Custer's officers visited the reservation and told Custer the Indians were starving. Custer then tried to get permission to send a wagon of Army supplies and blankets to the Indians at Standing Rock. The BIA wouldn't allow it. So Custer tried an end run and invited heads of families to his HQ at Fort Lincoln knowing that it was permissible to send visitors away with "gifts." The BIA -- Belknap -- refused to grant the Indians permission to leave the reservation.

Custer then sent furious letters around about how that would only lead to the Indians leaving the reservation to find food.
