Certain officers and enlisted men who attempted to be placed, or transferred, into Custer's command, did so for one of two reasons. Either Custer was perceived as a dashing, successful cav commander, under whom any man who chose to serve in a cav unit would like to serve; or, he was perceived as mystically charmed, thereby providing soldiers in relatively close proximity, with some sort of "luck" in the survival game.
Custer's belief in his own invulnerability/destiny was fostered in the CW. The problem created by that belief was that he was not some sort of independent operator on Recon missions, where if he screwed up there was only one casualty. He was always leading groups of men, and always losing some of them. Even though he survived many cav charges, he lost troops too. Yes, its a canon (no misspelled pun intended) of war that commanders lose troops, but a commander who deems himself "destined" with luck, will tend to take chances, sometimes foolishly, and thereby put lives in jeopardy unnecessarily.
