You are right. The lower trail at Chimney Rock does lead to the bottom of the waterfall. It is a beautiful area. If you like to hike, it's wonderful. The only reason we took the lower trail is because the elevator was broke. When we returned the elevator was working; then it broke again at the top and we walked 400 steps back to the lower trail. What an adventure.
A large group of Harley Motorcycle club adventurers were there also. I have never seen so many motorcycles; they were parked in the field below Chimney Rock. They were a very nice group. Be sure to see the lower trail.
