Ah, another good question!
I believe that generally, it was not fatal, since the aim was not to kill but to humiliate. But for sure, it left the victim with burns bruises abrasions and what have you.
Though in some cases, if the tar was applied too heavily it could suffocate the victim; as well, if they goaded the victim with burning branches, etc., naturally they were lit up like a torch.
