Technical Gun Powder Question

Okay, resident gun experts, something I've often wondered:
Under the falls, the main reason N, U & C take their dive is because "Mine's (powder) soaking wet!...there's no powder, if we go there's a chance there won't be a fight." But when they catch up to the Hurons outside of the village, C throws a loaded Killdeer to N for his mercy shot. Does gunpowder dry out and can then still be used??
