Consequently, it could have been his commander who also related the thoughts posted by Gayle. Or another possibility could have been Brigadier General John Stanwix who also commanded for awhile in Pennsylvania and an officer of the 60th. Forbes was commander of the 17th Regiment of Foot which served in other theaters such as Canada and New York.

Many thanks for the help in identifying this general. I will follow up on Forbes and Stanwix. It was definitely the 60th, and if I can retrace who came out with that quote, it will be a Major (with all due credit, too) break on some of the research I am doing. Thanks again for your input.
