Dunno. "On the night before doomsday a romance is born...." It's almost like they added the scene of Hawkeye holding Cora after the kiss to lead you to believe they did; the kiss wasn't enough. Yet, maybe the scene afterwards was intended to wet our imaginations as to what happened after the kiss. ???
